Agenda Nord 2025-2027: basic skills in the first cycle

With notice ref. no. 55669 of 10 March 2026, implementing Ministerial Decree no. 176 of 9 September 2025, the Ministry is using the PN «Scuola e competenze» 2021-2027 (National Programme “School and Skills”) to fund pathways that strengthen basic skills and narrow learning gaps in schools in Central and Northern Italy.

Who benefits

The first-cycle state schools (primary and lower secondary schools) identified by the decree in Emilia-Romagna, Friuli Venezia Giulia, Lazio, Liguria, Lombardy, Marche, Piedmont, the Autonomous Province of Trento, Tuscany, Umbria and Veneto.

Amounts

Up to €150,000 per school for the 300 schools in annex 1, with proportional amounts for the 1,500 schools in annex 2 (€158.84 million). Projects are managed on a standard-cost basis: €70 per hour for the expert, €30 for the tutor and €5.10 per hour per participant for management.

What can be funded

• 30- or 60-hour modules (100 for languages) in Italian as a first or second language;
• maths and science;
• English in primary school and a foreign language in lower secondary school.

Deadlines

• notice published on 10 March 2026; applications on SIF2127 closed on 10 April 2026;
• schools are advised to start at least 40% of activities by 31 December 2026;
• projects completed by 31 August 2027.
