Description
The Regional Support Centres (CTS) and Funding to Close Learning Gaps (DM 170/2022)
Attention to school inclusion and to closing learning gaps is a constant priority in the Italian education system. In this context, the Centri Territoriali di Supporto (CTS – Regional Support Centres) play a key role. The Ministerial Decree 170 of 15 June 2022 was an important initiative, allocating dedicated funding to equip these centres with innovative tools and teaching aids to support students with disabilities or special educational needs (BES).
The Crucial Role of the CTS in School Inclusion
The Regional Support Centres are key local hubs, set up to provide schools with advice and support on the inclusion of students with disabilities. Their mission includes:
- Information and Training: Keeping schools and families up to date on new inclusive technologies and methods.
- Advice: Providing technical and educational support on the use of specific aids and software.
- Purchasing and Management: Acquiring, managing and lending specialised equipment and teaching aids.
Making sure these centres are properly equipped is essential to give all students equal opportunities to learn and take part.
DM 170/2022: Aims, Beneficiaries and Resources
The Ministerial Decree 170/2022 implemented Article 1, paragraph 345, of Law no. 178 of 30 December 2020 (2021 Budget Law), which allocated specific funds to the CTS.
Aims of the Funding: The primary aim of DM 170/2022 was to enable the schools hosting a CTS to purchase:
- Teaching aids: Specific materials to make learning easier.
- Technical equipment: Dedicated assistive technology and hardware.
- Teaching materials, including digital ones: Inclusive software, platforms and digital resources.
These tools are essential to personalise learning pathways, remove barriers to learning and foster the independence of students facing learning gaps.
Who could apply? The funds were allocated directly to the schools designated as hosts of the Regional Support Centres (CTS) across the country.
Available Resources: A total of €10 million was allocated to this initiative. The funds were distributed among the CTS according to predefined criteria, with the aim of ensuring adequate equipment throughout the country.
Current Status of the Call: Please note that Ministerial Decree 170/2022 has been issued and the related procedures for allocating and using the funds have already been completed. The schools hosting a CTS have received the funding and have already purchased and put the tools into use.
