The Decree of the Ministry of Education and Merit (MIM) of 6 March 2026 allocates funds to strengthen the professional skills of teaching staff and to purchase digital devices, books and teaching aids to be lent free of charge to school staff.
The measure is part of the “Scuola e competenze” 2021-2027 National Programme and of the Operational Programme complementary to the “Per la scuola” 2014-2020 National Operational Programme.
Aims of the measure
The aim is to help raise the quality of the education system, modernise it and make it more inclusive, by strengthening the professional profile of teaching and educational staff.
In particular, the decree aims to strengthen:
- educational and subject-specific skills;
- pedagogical and psycho-pedagogical skills;
- methodological and teaching skills;
- organisational and interpersonal skills;
- observation, assessment and documentation skills;

Total funding
The decree provides total funding of €281,205,195, divided into two lines of action:

- €120,044,195 for the purchase of tablets, PCs, digital devices, books and teaching aids to be lent free of charge to school staff.
Line 1 – Training courses for teachers and educational staff
The first line of action funds training courses aimed at strengthening the professional skills of teachers and educational staff.
The funds are intended for state schools in the more developed, transition and less developed regions, as set out in Annex 1 to the decree.
The funds are allocated in proportion to the number of teaching staff, based on the data available for the school year 2025-2026.

The second line of action funds the purchase of tools and materials for school staff to use for work purposes.
Under the decree, the following are eligible:

- teaching aids.
The items purchased must be lent free of charge to school staff.

Beneficiary schools will be identified according to the annexes to the decree and the subsequent procedures set by the Managing Authority.
How to access the funds
The decree is not yet an operational call for applications.
Drawing up the application procedures is the responsibility of the Managing Authority of the “Scuola e competenze” 2021-2027 National Programme and of the Operational Programme complementary to the “Per la scuola” 2014-2020 National Operational Programme.
One or more public notices will therefore be published for interested schools, setting out:
- how to apply;
- the procedures for being admitted to funding;
- how the measure is to be implemented;
- any further authorisations required.
Funding available per school
The decree sets out the total allocations for the two measures, but does not yet specify the amount that can be granted to each school.
The amounts for each school will be set in the subsequent public notices or in the allocation annexes linked to the implementing procedures.
Deadline
As of the date of the decree, no deadline for submitting applications has been set.
The deadline will be set in the subsequent public notices issued by the Managing Authority.
